Proposed Legislation to Amend Economic Inclusion Policies in South Africa
The Democratic Alliance, a coalition government partner and South Africa’s second-largest political party, announced plans to introduce a new bill titled “Economic Inclusion for All.” This proposed legislation aims to replace the current Black Economic Empowerment (BEE) laws.
Amendment to Public Procurement Act
The proposed legislation seeks to amend the Public Procurement Act of 2024. The current act provides advantages to companies that are Black-owned or operated when submitting bids for government contracts. The Democratic Alliance argues that the existing BEE system has not effectively aided most Black individuals, citing job losses, increased corruption, and benefits limited to politically connected individuals as significant issues.
Call for Legislative Changes
- Removal of references to Broad-Based Black Economic Empowerment across existing laws.
- Introduction of policies to address the economic legacy of historical white-minority rule.
The African National Congress (ANC) maintains that BEE legislation is essential for addressing historical injustices and has criticized the Democratic Alliance’s proposal, accusing it of safeguarding white interests. The Democratic Alliance refutes these claims.
