Policy Update: Algeria's Presidential Decree on Returning Citizens

President Abdelmadjid Tebboune of Algeria has announced a policy to regularize the status of Algerian youth living abroad under vulnerable and illegal circumstances.

During a cabinet meeting on Sun, the president stated that the decree will apply to young Algerians who have committed minor infractions in their host countries. The measure aims to reintegrate individuals who were reportedly misled or exploited to act against Algeria.

The decree will allow these individuals to return to Algeria without facing legal proceedings, provided they commit to not reoffending. This initiative specifically excludes those involved in violent crimes, drug offenses, arms trafficking, or collaboration with foreign security services against Algeria.

Tens of thousands of Algerians who left the country illegally could benefit from this measure. From 2020 to 2024, approximately 54,000 Algerians immigrated to Europe, according to the International Organization for Migration. Under existing Algerian law, illegal departure is punishable by up to six months in prison and a fine.
