UN Security Council Addresses Benin's Attempted Coup

The United Nations Security Council discussed the attempted coup in Benin earlier this month, emphasizing the need for institutional reform. West African allies, including ECOWAS, swiftly responded to prevent the takeover, highlighting underlying issues that require attention.

Barrie Freeman, Deputy Special Representative for West Africa and the Sahel, remarked on the importance of inclusive governance reforms to maintain legitimacy and prevent public discontent. The coup attempt on Thu, Dec 7, 2023, occurring close to the presidential and legislative elections scheduled for early 2026, underscores the necessity for transparency in constitutional and governance reform processes.

Marc Hermanne Gninadoou Araba, Benin's Ambassador to the UN, noted that the issues leading to the attempted overthrow are prevalent across West Africa, which has experienced multiple coups in recent years. He stressed the importance of regional cooperation to maintain constitutional order and highlighted the United Nations' role in documenting events and preventing escalation.

Benin’s President, Patrice Talon, denied that the events of December 7th constituted a coup attempt, describing them as an "attack" by individuals motivated by marginal political actors. Talon asserted that there was no widespread support, and the military did not participate significantly.

Talon confirmed that, at his request, Nigeria conducted airstrikes to dislodge the plotters from the Togbin base in Cotonou. He noted that the alleged coup leader, Lt. Col. Pascal Tigri, left the camp in disguise, and several leaders fled across the border. Benin has requested their extradition.

Approximately 30 individuals, mostly soldiers, have been detained in connection with the attempted coup and are awaiting trial.
