On Mon, Dec 23, 2025, Sudanese Prime Minister Kamil Idris presented a proposal to the United Nations Security Council (UNSC) aimed at terminating the nearly three-year conflict in Sudan. This conflict has resulted in a severe humanitarian crisis, displacing approximately 14 million people.
The civil war in Sudan began in April 2023 following a power struggle between the Sudanese Armed Forces (SAF), led by Abdel Fattah al-Burhan, and the paramilitary Rapid Support Forces (RSF), headed by Mohamed Hamdan “Hemedti” Dagalo.
Prime Minister Idris proposed an immediate ceasefire in Sudan to be monitored by the United Nations, the African Union, and the League of Arab States. The plan includes a complete withdrawal of RSF troops from territories they control. Currently, the RSF and its allies control approximately 40% of Sudan, including significant regions such as Darfur and Kordofan.
Under the proposed plan, RSF members would be relocated to camps and vetted, with reintegration into society for those not accused of war crimes. Idris also proposed free elections following a transitional period focusing on inter-Sudanese dialogue.
The UNSC has yet to vote on the proposal, and discussions are ongoing.

The RSF, through advisor Al-Basha Tibiq, rejected Idris’s proposal, describing it as a reiteration of exclusionary rhetoric similar to that of military chief al-Burhan. The RSF dismissed the withdrawal conditions as unrealistic.
Regional mediators, including the United States, have promoted alternative plans that have also faced resistance. These plans have been criticized due to perceived biases favoring paramilitary groups.
The Quad, consisting of the US, Saudi Arabia, Egypt, and the UAE, supports its own truce proposal. US Ambassador to the UN Jeffrey Bartos urged both the RSF and the SAF to adopt this alternative humanitarian truce plan.
In September, the Quad proposed a three-month truce to pave the way for a permanent ceasefire and improved humanitarian access. Although the RSF accepted this proposal in November, hostilities have continued.
The conflict between the RSF and the SAF has intensified, particularly around the city of el-Fasher. Since October, the RSF has increased its control over the region, leading to significant humanitarian challenges and accusations of human rights violations.
The war has displaced millions, with an estimated 21 million people facing acute hunger. This ongoing crisis has prompted calls for international aid and intervention to mitigate the humanitarian impact.
