Kenya Rwanda Alcohol Dispute Tests EAC Standards Regime
A decision by Rwandan authorities to suspend five Kenyan alcoholic beverage brands has sparked a bilateral dispute that questions the effectiveness of harmonised standards within the East African Community.

Rwandan health regulators have suspended five brands of Kenyan alcoholic drinks, triggering a dispute between Nairobi and Kigali that is testing the East African Community's system for mutual recognition of standards.
The suspension by the Rwanda Food and Drugs Authority has halted imports of the affected products into Rwanda. Kenyan officials view the move as inconsistent with EAC protocols that allow goods certified in one member state to circulate freely across the bloc.
The East African Community comprises eight countries that have worked for years to harmonise product standards, reduce non-tariff barriers and create a single market. Alcohol products fall under these rules, which require that testing and certification performed in one country should generally be accepted by others.
Kenyan exporters argue that the brands in question already meet the agreed regional standards and carry the necessary certifications. They see the Rwandan action as an impediment to free trade within the community.
