Nighttime Curfew Enacted Amid Protests in Madagascar

On Thu, Oct 5, 2023, the government of Madagascar announced a nighttime curfew following widespread protests related to ongoing water and power outages. The demonstrations in the capital, Antananarivo, resulted in clashes between protesters and police, who used tear gas and rubber bullets to disperse the crowds.

The protests were initiated due to frequent power interruptions, leaving homes and businesses without electricity for extended periods, sometimes exceeding twelve hours. Demonstrators expressed their grievances by blocking roads with burning tires and stones, which disrupted parts of the city. By the afternoon of the same day, the protests escalated into looting and arson. Various retailers, appliance shops, and banks were targeted, and several stations of the newly established cable car system were set on fire. Additionally, disturbances were reported at the offices of the national water and electricity company, Jirama, in other provinces.

Protesters also targeted political figures, with attacks on residences associated with politicians linked to President Andry Rajoelina. Demonstrators carried black flags with symbolic imagery, indicating a broader political discontent.

In response to the situation, Police Chief Angelo Ravelonarivo announced the imposition of a nighttime curfew, effective from 7 p.m. on Oct 5, 2023, until 5 a.m. the following day, with the possibility of extension until stability is restored. The enforcement aims to enhance public safety amidst the unrest.

The protest movement is reportedly driven by young Malagasies, organizing primarily through social media channels. This mobilization presents a significant challenge to authorities in addressing the underlying issues and restoring order in the region.
