New calls for humanitarian truce in Sudan as peace talks resume in Cairo

Efforts to restore peace in Sudan recommenced in Cairo on Wed, Oct 25, 2023, under the joint auspices of Egypt, the United Nations, and the United States. The parties involved urged for a nationwide humanitarian truce as the conflict between the Sudanese army and paramilitary forces approaches its third anniversary.

Statements from Egyptian and UN Officials

Egyptian Foreign Minister Badr Abdelatty emphasized that Egypt is committed to the integrity and unity of Sudan. He stated that Egypt would not tolerate the collapse of Sudanese institutions or any threats to its territorial unity, describing these issues as "red lines." Abdelatty affirmed Egypt's readiness to take necessary actions to preserve Sudan's unity.

During a joint news conference with Ramtane Lamamra, the UN Secretary-General’s personal envoy for Sudan, Abdelatty reiterated that there is no basis for recognizing parallel entities or militias, emphasizing the legitimacy of Sudanese state institutions, including the army.

Diplomatic Efforts and Humanitarian Concerns

Lamamra highlighted that the fifth meeting of the Consultative Mechanism to Enhance and Coordinate Peace Efforts demonstrated the continued viability of diplomacy in resolving the conflict. The ongoing war, which began in April 2023 between the paramilitary Rapid Support Forces (RSF) and the military, has resulted in significant humanitarian challenges.

Despite previous unsuccessful peace talks, Abdelatty noted a regional consensus on securing an immediate humanitarian truce, involving strategic withdrawals and the creation of safe humanitarian corridors.

Massad Boulos, the Senior US Adviser for Arab and African Affairs, was also present at the meeting, reinforcing international support for the peace process.
