Mediterranean Migration: Current Challenges and Risks

As of early 2026, over 560 individuals have gone missing in the Mediterranean Sea while attempting to reach Europe, suggesting a potentially high fatality rate for the year. Of these, at least 500 have been lost while crossing from Libya, Tunisia, and Algeria.

In February, a vessel capsized near Zuwara, Libya, resulting in 53 individuals reported dead or missing. Only two Nigerian women were rescued. Prior to this, a severe cyclone in the Mediterranean led to hundreds, possibly up to a thousand, presumed deaths as individuals attempted to reach Europe.

Migrants and refugees face significant risks traveling to and through Libya. The United Nations’ International Organization for Migration (IOM) identified at least 928,000 migrants in Libya from August to October 2025, with many attempting to reach Europe. A report by the UN Human Rights Office has highlighted systematic abuses against migrants by traffickers and armed groups in Libya.

European countries, particularly Italy, have implemented stricter measures to deter migration. A new Italian bill allows for indefinite prohibition of boats entering its waters under certain conditions and enables the redirection of migrants to third-party countries, although the effectiveness of these measures remains to be assessed.

Despite these policies, migration numbers remain high, with over 63,000 arrivals in Italy during 2025, similar to the previous year.

Research indicates that the decision to migrate is driven by a lack of future prospects and severe living conditions in origin countries. For many, the perceived risks of migrating are outweighed by the desire for stability and safety in Europe.
