Sudan has issued a formal condemnation of Uganda for hosting Mohamed Hamdan Dagalo, head of the paramilitary Rapid Support Forces (RSF). The Sudanese Ministry of Foreign Affairs expressed strong disapproval of Dagalo's meeting with Ugandan President Yoweri Museveni.
The RSF has been accused by rights groups and international organizations of committing war crimes and targeting civilians in Sudan. Khartoum criticized Uganda's decision to host Dagalo, stating that it disregards human values and international laws prohibiting support for rebel forces against a recognized government.
Sudan is currently experiencing a civil war between the Sudanese army, led by Abdel Fattah al-Burhan, and the RSF. According to the United Nations High Commissioner for Refugees (UNHCR), the conflict has resulted in the displacement of at least 11.7 million people and the deaths of approximately 150,000 individuals.

The United States has imposed sanctions on three RSF commanders for their involvement in the siege and capture of el-Fasher, the capital of North Darfur State. The US Department of the Treasury accused the RSF of ethnic killings, torture, starvation, and sexual violence during this period. A United Nations mission reported that the RSF's actions in el-Fasher were characteristic of genocide.
In response to the visit, Uganda's Ministry of Foreign Affairs stated that the meeting between Museveni and Dagalo focused on ending the conflict in Sudan and restoring regional stability. Museveni emphasized the importance of dialogue and warned against identity politics, advocating for peace over military confrontation.
Dagalo expressed gratitude to Museveni, highlighting shared principles and a commitment to peace. He acknowledged the humanitarian and institutional challenges facing Sudan and emphasized the need for a peaceful resolution to the conflict.
