Uganda’s parliament vets new chief justice nominee

Kampala, Uganda — Dr. Flavian Zeija faced questioning by parliament’s appointments committee on Thursday as part of the formal process to become Uganda’s new chief justice.

The appearance came days after President Yoweri Museveni named him for the post, according to a statement from Hajji Faruk Kirunda, the president’s special press assistant for mobilization. The timing follows closely after the departure of the previous chief justice, Alfonse Owiny-Dollo.

Uganda’s chief justice presides over the judiciary, which operates as an independent arm of government under the constitution. The position carries significant influence over the interpretation of the law and the functioning of the courts in a country where judicial appointments are ultimately made by the president and require parliamentary approval.

The vetting process allows members of parliament to examine the nominee’s qualifications, integrity and suitability for the role before a final decision. Such hearings are a standard requirement for senior judicial and executive appointments in Uganda.

Dr. Zeija’s nomination arrives at a time when the judiciary continues to handle politically sensitive cases, including those involving electoral disputes and governance matters. The chief justice also chairs the Judicial Service Commission, which oversees the recruitment and discipline of judicial officers.

The Independent UG reported that Zeija appeared before the committee on Thursday morning. The outcome of the vetting session will determine whether his name proceeds for formal approval by the full parliament and subsequent swearing-in.

Uganda’s legal system blends English common law with customary law and constitutional provisions. The chief justice plays a central role in maintaining public confidence in the impartiality of the courts, an issue that has periodically drawn attention from both domestic observers and international partners.
