The United States Sanctions on Rwanda's Defense Forces
On Mon, Oct 23, 2023, the United States imposed sanctions on Rwanda's defense forces and key military officials due to their involvement in ongoing conflicts in the eastern Democratic Republic of Congo (DRC). The US has also urged for their immediate withdrawal from the region.
The US has stated that Rwanda's military activities undermine a peace agreement signed between Rwanda and the DRC in December of the previous year, which was facilitated by the United States. This agreement was initially described as a significant achievement after prolonged violence in eastern Congo.
Shortly after the agreement, Rwanda-supported M23 rebels took control of Uvira, a strategic city in the region, although they later retreated due to US diplomatic efforts. The US Treasury Department asserted that the territorial advances by M23 would not have been feasible without Rwanda's support.
The US has also urged for their immediate withdrawal from the region.
M23, sanctioned by both the US and the UN, has been blamed for severe human rights violations, including executions and violence against civilians.
The Rwandan government has criticized the sanctions, asserting they unfairly single out one party involved in the conflict. Rwanda claims it is dedicated to withdrawing its forces in coordination with the DRC's commitments under US-mediated discussions. However, Rwanda accuses the DRC of not fulfilling its pledges, such as ceasing support for militias in the eastern DRC.
The sanctions represent a significant diplomatic setback for Rwanda, which has historically maintained strong relations with the United States, the United Kingdom, and other European nations. The sanctions will freeze any assets of the Rwandan Defense Forces or the specified officials in the US and prohibit financial transactions with them.
