Nigerian Oil Marketers Press for Faster Chinese Refinery Deal
The Independent Petroleum Marketers Association of Nigeria has called on the state oil company to accelerate a technical equity partnership with Chinese firms aimed at finishing and running the Warri and Port Harcourt refineries.
Oil marketers in Nigeria have urged the Nigerian National Petroleum Company Limited to speed up a proposed technical equity partnership with two Chinese companies that would complete and operate the Warri and Port Harcourt refineries.
The Independent Petroleum Marketers Association of Nigeria made the call in late June, highlighting concerns over continued delays in the project. Nigeria has long struggled with low domestic refining capacity despite being one of Africa’s largest crude oil producers, forcing the country to import most of the refined products its market needs.
The two refineries in Warri and Port Harcourt have operated far below their installed capacity for years because of chronic underinvestment, poor maintenance and operational challenges. Successive governments have attempted various rehabilitation programmes, yet meaningful recovery has remained elusive.
According to Nairametrics, the marketers believe the Chinese partnership represents a practical route to restoring local refining output. The technical equity model would presumably involve the Chinese partners providing capital, technology and operational expertise in exchange for an equity stake in the facilities.

The refineries are strategically located. Port Harcourt serves the densely populated south-east and south-south regions, while Warri supports industrial and commercial demand in the Niger Delta. Their effective operation would also create direct and indirect jobs in surrounding communities that have suffered economic decline.
Industry observers note that finalising the partnership will require careful negotiation of commercial terms, technical standards and environmental safeguards. Past attempts at private-sector involvement in state-owned refineries have sometimes faltered over disagreements on funding responsibilities and profit-sharing.
The call from the marketers underscores growing impatience within the downstream sector. With global oil markets remaining volatile, Nigerian stakeholders are eager to see concrete progress on long-promised infrastructure improvements that could strengthen the country’s energy security.
