Kitgum district lies in northern Uganda, a region that experienced prolonged conflict in previous decades and continues to face development challenges. Local residents frequently report crop damage and threats to livestock and people from animals straying from nearby protected areas.

The council’s decision leaves the proposal in abeyance. No new timeline for reconsideration has been announced. The outcome underscores the complex negotiations required when wildlife management intersects with the daily realities of rural Ugandan communities.
