Ugandan Youth in Karamoja Await Promised Startup Funds
Graduates of a presidential skilling programme in Napak District have yet to receive the capital pledged by President Museveni last year to support their newly formed savings and credit cooperatives.
Graduates from the Presidential Skilling Hub in Uganda’s Napak District continue to wait for startup capital that President Yoweri Kaguta Museveni promised them during the launch of a related industrial facility.
The commitment was made on 4 November 2024 when the president officially opened the Karamoja Presidential Industrial Hub in the same district. At the time Museveni pledged funds for Savings and Credit Cooperative Organisations formed by the graduates.
The young people, drawn from the Karamoja sub-region, completed training intended to equip them with practical skills for self-employment. Many formed SACCOs in anticipation of the announced financial support.
Karamoja remains one of Uganda’s least developed areas, historically affected by insecurity, cattle rustling and limited economic opportunities. Successive governments have launched special programmes to improve livelihoods there, including skills training and industrial initiatives.

The Independent UG reported that despite the passage of nearly a year since the pledge, the capital has not been disbursed. The newspaper said the graduates are still awaiting the money needed to put their acquired skills into practice.
Presidential skilling hubs form part of a broader national effort to address youth unemployment by providing short-term vocational training in trades such as tailoring, welding, hairdressing and basic mechanics. The hubs are meant to serve as springboards for micro-enterprises.
The Karamoja Presidential Industrial Hub was presented as a complementary project designed to anchor industrial activity in the sub-region and generate further employment. Its launch drew attention to the government’s stated commitment to transform the economy of north-eastern Uganda.
Local expectations remain high because the president personally made the funding promise. Without the capital, the SACCOs exist on paper but cannot extend loans or invest in equipment for their members.
Officials have not issued an updated timetable for the release of the funds. The graduates continue to press for the fulfilment of the commitment so they can begin productive economic activity in their communities.

تظل التوقعات المحلية مرتفعة لأن الرئيس قدم الوعد بالتمويل شخصياً. وبدون رأس المال، توجد منظمات الادخار والائتمان التعاونية على الورق فقط ولا تستطيع منح القروض أو الاستثمار في المعدات لأعضائها.
لم يصدر المسؤولون جدولاً زمنياً محدثاً لإطلاق الأموال. يواصل الخريجون المطالبة بتنفيذ الالتزام حتى يتمكنوا من بدء نشاط اقتصادي منتج في مجتمعاتهم.
